Judicial Citizen Review Program
A CALL TO ACTION - VOLUNTEERS NEEDED!!!

The Judicial Citizen Review Panel (JCRP) is a vital part of the foster care system in Dougherty County. Operated under the Georgia Council of Juvenile Court Judges, this program gives trained community volunteers the opportunity to make a real difference in the lives of children in foster care.
What the Panel Does
Georgia law (O.C.G.A. §15-11-216) requires that every child in foster care have their case reviewed at least once every six months—either by a Juvenile Court Judge or by a Judicial Citizen Review Panel.
In Dougherty County, the JCRP works closely with the Juvenile Court to review these cases and ensure each child has a safe, stable, and permanent home as quickly as possible.
Who Serves on the Panel
JCRP members are community volunteers—people just like you—who receive:

Two days of specialized training through the Georgia Council of Juvenile Court Judges

A criminal background check prior to service

An official swearing-in ceremony as officers of the court
Once appointed, volunteers serve on one of several panels that meet monthly to review the progress of children and families involved in foster care cases.

Who Participates in a Review
Each review brings together the people who know the child best, including:

DFCS caseworkers
-
Parents or guardians
-
Children (when appropriate)
-
Relatives and foster parents
-
Service providers
-
Court Appointed Special Advocates (CASA)
Panel members look at how well parents or guardians are following their case plans, confirm that services are being provided, and ensure that the child’s safety and well-being remain the top priority. At the end of each review, the panel prepares a written report for the judge with its findings and recommendations.
